The paper offers some aspects of the formulation of the phenomenological theory of thin ferroelectric films with properties different from those of bulk samples. Study is based on the expansion of the thermodynamic potential in the vicinity of the initial state including observance of the highest degrees of an electric field. As an example the phase diagram for solid solution of BST is considered.
