Resolution The Fourth International Conference of Seismic Protection Association of the countries participating in the Black Sea Economic Cooperation

1. The Fourth international conference (further on – Conference) of seismic maintenance Association of the Black Sea Economic Cooperation’s member states (further on – Association) is held successfully on 13-14 April 2016 in Sochi.

2. The Conference of Association has shown the great interest in the work of the given agency on the part of the leading scientists not only of Russia, but also of Black Sea countries.

More than 100 representatives of BSEC member states and other countries participated in the conference. About 20 scientific reports were read during the conference, which showed the achievements of recent years in the sphere of seismic physics and mechanics, time-lapse seismology of earthquake-prone regions, geodynamics of Black Sea region, methods and algorithms of earthquakes prediction. The obtained results may be used as the scientific basis of providing the seismic protection for BSEC member states.

3. It’s important to note the realization of ideas, left to seismologists by the distinguished Russian scientists – the academicians A.G. Gamburtsev and M.A. Sadovsky about the necessity to use mechanical method for earthquake prediction and to develop the accounting methods of block structure of Earth crust and tectonic plates.

Hereon the physico-mechanical model of earthquakes emergence has been built for the first time. The earthquakes happen due to the tension reaching of singular, destructing values in the interacting blocks of block structure. The earthquake is defined as starting; the parameters of conditions, determining its appearance, the place and intensity are available for calculations. This result confirmed the strategy correctness, directed to the interaction of seismologists, mechanics and mathematicians in this sphere.

4. The participants of Association Conference reckon, that conference materials must be published in English and Russian, available for scientists of all Black Sea countries and which will be sent by the BSEC Secretariat.

5. It is recommended to the Association:

• In the further period to study the question of effective usage for scientific needs the existing in Russia net of centres for collective use of hard vibroseis source and to make it the means of carrying out co-operative researches by the scientists of different countries.
• To cooperate with the BSEC Organization, to participate in the work of working group in science and techniques and to inform the group about the Association activity regularly and make presentations.
• To elaborate and represent on approval to the working group BSEC in science and techniques (16-17 May 2016, Rostov-on-Don) the Memorandum of Cooperation of the BSEC with Association seismic maintenance Association of the Black Sea Economic Cooperation.
• To take steps for making contacts with European organizations: European Seismological Commission, European Association of Seismologists and European Association of Mechanics.

6. The participants of the Fourth international conference The Fourth international conference of seismic maintenance Association of the Black Sea Economic Cooperation’s member states, and also many international students, candidates and scientists express their gratitude to the Ministry of Education and Science, Ministry of Foreign Affairs of Russian Federation and the Secretariat of BSEC Organization.
